SUMMARY:Learning from the Grange-over-Sands Derailment
DESCRIPTION:Tony Butler\, Inspector of Rail Accidents\, Rail Accident Investigation Branch (RAIB)\nLancaster\, Barrow and Carlisle Section in-person meeting\nIn the early morning of 22nd March 2024\, a passenger train travelling at 56 mph derailed on the approach to Grange-over-Sands station between Carnforth and Barrow. The derailment occurred because a void had opened in the embankment on which the train was travelling\, leading to the rails under the train losing support. Nobody was injured\, but significant damage was caused both to the train and the railway infrastructure. \nThis presentation focuses on a key underlying factor in connection with the accident\, namely the absence of effective management of flood water by multiple parties over a significant historical period; this led to a prolonged need to rely on temporary pumping arrangements\, which effectively became permanent. The presentation highlights the firm’s involvement in sidings construction projects for both private and public sector clients\, focusing on the recently completed reinstatement and reconnection of Horton-in-Ribblesdale Quarry siding on the Settle and Carlisle line for Heidelberg Materials. This has included both permanent way and signalling upgrade works\, allowing aggregates to be supplied once again by rail to major construction projects.\nVolkerRail also has significant involvement nationally in the maintenance of siding layouts. Through the programme assets on the West Coast Main Line between Weaver Junction and Carlisle will be renewed ‘intelligently’ using a pragmatic (as opposed to like-for-like) approach\, resulting in better functionality with fewer assets by placing them in the optimum location. Account will be taken of notable changes in the nature of WCML operation since 1974\, in particular the abolition of locomotive-hauled passenger trains and increased length of freight trains. The scope of the renewals fundamentally covers track\, signalling and telecommunications (adoption of European Train Control System (ECTS)) and overhead line electrification assets.\nThe development work has involved the consultation of network customers and a collaborative cross-industry approach; some unexpected elements have emerged in areas which would not have been identified through a single discipline approach. One potential option under consideration is the provision of a loop at Carnforth via the operational platforms\, which would allow through WCML services to call. SUMMARY:The role of the Regional Facilities Manager
DESCRIPTION:Dave Billington\, Network Rail\nLancaster\, Barrow & Carlisle Section in-person meeting\nSynopsis: The Supply Chain Operations Directorate of Network Rail\, which operates within its Route Services function\, is responsible for the operation of as many as eleven separate types of depot throughout the UK from the north of Scotland to Cornwall. Dave Billington begins his presentation by explaining the different functions of these depots\, which range from specialised materials supply and manufacturing sites for permanent way and civil engineering tasks through to seasonal stabling depots for maintenance vehicles\, and appraising the current conditions at these sites across the network. From this he goes on to demonstrate the rationale for the creation\, in 2019\, of a national Regional Facilities team with a remit to investigate\, evaluate and implement improvements at these locations\, which were previously overlooked in terms of investment and constitute the workplace for a significant number of members of Network Rail staff; in particular they frequently harbour significant levels of legacy risk. DESCRIPTION:Next generation cast crossings: Verified by computer modelling and unique physical testing – Hannah Persson\, Senior Engineer – Crossing Development\, Engineering & Assurance\, Progress Rail and VP Scotland\, PWI\nLancaster\, Barrow and Carlisle Section in-person meeting\nSynopsis: Progress Rail manufactures switch and crossing (S&C) layouts for use in domestic and international markets. Crossings are safety-critical components and Hannah’s novel work has considered the design and analysis of them. Through extensive first-of-their-kind practical trials and finite element modelling the research has assessed the crossing design\, enabling design modifications to be justified and incorporated into manufactured crossings. This has provided the foundation on which to extend the trials and consider how a crossing is affected\, often adversely\, by track voiding. \nHannah is a Senior Engineer at Progress Rail and PWI Vice President for Scotland. Her presentation provides an overview of Progress Rail\, the fundamentals of how a cast austenitic manganese steel (AMS) crossing is manufactured and the above-mentioned research\, which formed the basis of her PhD. \nMeeting in-person from 16:00 for a 16:30 start. DESCRIPTION:Peter Dearman\, Dearman Engineering & PWI Deputy President\nLancaster\, Barrow and Carlisle Section meeting\nMeeting in-person from 16:00 for a 16:30 start \nSynopsis: Peter Dearman\, who has been involved with railway electrification in the UK throughout his career\, explains the place of railway electrification in the context of the 21st Century. From the starting point of a historical review of both overhead and conductor rail systems he goes on to review the delivery of schemes proposed in the 1955 Modernisation Plan (including West Coast Main Line) and 1977 Electrification Plan (including East Coast Main Line)\, before focusing on the current progress of Network Rail’s own 2010 National Electrification Plan. \nThere is a particular focus on Network Rail’s response to climate change\, which takes the form of the Traction Decarbonisation Network Strategy. SUMMARY:Railways of Namibia: A Comparison with Network Rail
DESCRIPTION:Phil Kirkland\, PWI Vice President\, North of England\nLancaster\, Barrow & Carlisle Section meeting\nMeeting in-person from 16:00 for a 16:30 start. \nSynopsis: In the first part of this presentation Phil Kirkland will look at the PWI as a professional body and outline its structure and function\, together with the individuals involved. He will also look at what it can offer the railway engineering community. \nThe second part of the presentation will look at the railways in Namibia\, comparing and contrasting the activities and standards in operation with those of Network Rail – with a particular focus on safety. TransNamib operates a route network of 2\,883 km in South West Africa at the track gauge of 3 feet 6 inches (1\,067 mm)\, which has recently been augmented through the construction of the Northern Extension. While the focus is primarily on freight services\, passenger services are also operated\, including the luxury train services ‘Desert Express’ and ‘Rovos Rail’. \nBOOK YOUR SPACE HERE
